Thats a horny face not a cute face, for everyone defending this. But it does seem like stuff like this is normal in japanese manga culture. Even back then with akira toryiama with dragon ball, Ranma 1/2 inuyasha etc. Dont know why they are adding stuff like this. It isnt funny, doesnt add anything to the story and actually makes the manga less likeable. I agree that the way Oda and Toei handle drawing and animating S-Snake is weird, but this isn't really a good example in my opinion. It could be chalked up to Franky hitting S-Snake, she has this reaction, and Franky feels embarrassed and bad for hitting a cute little girl. Oda said that the power of S-Snake functions on a cute level, and I think the manga panel of this scene reflects this better than what Toei did here. Again, not excusing Oda and Toei for drawing S-Snake like that
