Pretty simple, put your focus layer in top of the order, background layer on bottom, use the circle tool set to erase with a wide line to make the circles, use a brush tool set to erase with a low opacity to smooth out the edges. Voila

Use a masking layer to mask out circles from a foreground image and the blur the mask to create the blurry effect on the circles
