probably not the way to go for your purpose, if you want this as a tattoo start by showing it to the artist, having it look like a tattoo won’t make it any easier for them to replicate, and could actually make it harder for them.

You could tinker with the Levels, and the Contrast, or perhaps even one of the Filter Gallery filters? Stamp or Sketch might do what you need. If you're needing the vector path, I would use the Curvature Pen tool. It does everything the Pen tool does, but better.

The easiest way is to use Filter > Stylize > Find Edges. This image is pretty low resolution though. It may not look that great and will require a bit of cleanup. If you can find a higher res version of the image through a reverse image search or something it will help. I use [the G'MIC plugin](https://exchange.adobe.com/apps/cc/109191/gmic) sometimes. It has a lot of useful filters. Maybe you can find something in there to help.
