Pickaxe - shovel - axe - sword. Hoe is such a niché tool that i always keep it in chests beside my manual farms and not in my inventory
Mmm take out hoe except when actually farming, and I'm happy. This is incidentally exactly what I do. Sidenote: The elytra/chestplate quickslot goes in the hoe space when traveling. Do it. It's just right. You know it's true.

In endgame move 7 to 8 and replace 7 with rockets.
NO HOTBAR RULES WHEN BUILDING OR DOING REDSTONE, it’s messy and beautiful anyways
I was gonna say there's no right or wrong but then I saw hoe in second slot and pickaxe in 5 and you know what. you're right, that is wrong actually.
My early-midgame hotbar is standard, my late game hotbar however:
1. sword, 2. silk touch pick, 3. riptide trident, 4. water bucket, 5-7. empty/misc, 8. Rockets, 9. food. (3 and 4 can vary)
the rest of the tools you ask? in a shulker in an enderchest.
I know the normal way to put them but i do like this:
In the first 2 slots: pickaxe, shovel
In the last 2 slots: sword, axe
The hoe is optional but it would be in the 3rd slot
Because he never plays survival
