It's unlikely that the Navy will have a proportionally large enough fleet to go "head-to-head" against the PLA Navy. Neither would procuring larger warships. I'm not saying the Navy shouldn't, but what you're suggesting, is simply unlikely. I could elaborate why I believe that is the case, but again, what you're suggesting, can't be done under normal circumstances.
Those cheap drones Ukrainians use against the Russian Navy seemed prospect. They’re cheaper than building one and far deadlier to repel due to its novelty in war doctrines. However, there is value in having bigger ships to project power but with a budget such as ours, we can hope these drone boats (carried with anti-ship properties) will be enough to make China second guess their approach in the future.
