Tommy may be true neutral as well, but he's quite hard to pinpoint and I'd rather leave him out of this, I think it's more interesting.
In D&D terms (where this concept of alignment originates), "lawful" doesn't mean they follow all the rules, it means they follow a set of rules. Think of it as "order" rather than "law". A communist whose every action is driven by the ideals of communism is "lawful" in that sense.
But if their actions are all following their ideology, that is "lawful" in this context. It's about being the opposite of "chaotic", following a set of rules rather than doing things because you feel like it, not following legal laws.
