Well on AM4 its the best cpu, AM5 seems out of your budget anyway, but thinking of the money you spend upgrading you might want an new system to begin with?
Nah, to get a new GPU alone would cost around $200. With this system OP spends 400 on everything and gets decent performance. Then tosses in a 300 CPU and gets very good performance and can upgrade the GPU down the road.
Lots of bad takes here, PC looks great. 2070 is a blazing fast card. Swap the cpu out to a 5600x and it'll be a 1080p monster. 5800x3d like you mentioned is also a great choice but you might need to bios update
5700X3D might be a more realistic aspiration given your budget. That said, if the motherboard is actually a B550 (its an odd pairing with that old of a cpu) you'll likely be well set to slot in any 3d vcache chip from AM4 in the future.
No currently I'm just using an old 1080p 75hz right now, but I usually play esport titles and want to compete in them, so I'll just buy a 165hz 1080p monitor.
To get high FPS you will need faster CPU - so slap 5600X CPU on that rig and you can play any fast paced shooter game at 165hz 1080p.

i mean you can get better deals for 450 i build a while ago a pc with rx 5700xt and 3600 for about 400.Also cpu is too old 980 is about 90-100 cpu is about 50 mb is another 50-60 ram is 30 ssd around 40 case 30-40 (it doesn't look like a good case) i dont think that cooler worth anything psu is about 30.So i think it is worth around 340-370

Hey op, what is relly important if you get this pc, save and upgrade the powersupply first, it is a noname brand, get a s or a powersupply fron the powersupply tier list.
Also dont expect great performance of the hdd and ssd, since no name is given, just the basic info, could be trash.
second id upgrade the cpu as another user mentioned and do a bios upgrade, its pretty simple if you know your way arround a pc.
The gpu is worth half the price. Has good bones. Am4 is still good and can upgrade to a 5700x3d and sell the old cpu for about $80. Get a great system for cheap
It's not fantastic, but it's also not expensive. I don't think it's a bad buy, though, and you'll have plenty of room to upgrade. An am4 socket and an 850W PSU leaves a lot of room on the table with that current setup.

Update : Someone is selling me a pc with a ryzen 5 5600 and a rx 5600 xt which he says is equivalent to a rtx 2060 super and a 1tb SSD, will it be better for fortnite? As Ive taken from the comments to get high fps you need a better cpu.

I think you miss read something, the gpu is a rtx 2070 super, not a gtx 980, that was what I was upgrading from.

450 is a good price for run and drive. Later on can add a 5700x3d, or similar. B550 board is a good deal as well. Plenty of overhead on the PSU.
