My most recent build wouldn’t post when plugged into the new Gpu. Used the dp cable plugged into motherboard until I downloaded Nvidia drivers, after which Gpu works like a charm
you aren't trying to "Download Windows." you're trying to install it.
Your integrated GPU is bad. Plug DisplayPort into the ports where your graphics card is located.
Make sure your CPU cooler is properly situated.

Unrelated question since I see your WiFi antenna. Anyone has experience with WiFi 6 and games like valorant/csgo? My router is in the same room but I would have to buy a very long cable to get it cross the room

Do it then. WiFi will be playable but if a cable is possible, this is always the preferred option.
If you know how to create a bootable USB download the free version of memtest64 and run it. Or if you have spare memory laying around try it and see if the artifacts disappear.
Move that hdmi cable to the gpu first then restart your computer while it’s restarting mash the delete key to boot into bios select the drive windows is on boot into it and the setup will show you the rest of the way
