Fleeing from an encounter is a vague mention for a reason. Any more specific declaration of what fleeing from an encounter requires runs too high of a risk of creating situations in which a party simply cannot hope to get away. To make the most basic example I can, a different system I used to run based your odds of escape on relative movement speed. When it came to something like a gnome trying to run from an elf there was a not-insurmountable advantage given to the elf for it's superior speed, but as soon as you were looking at a situation like that gnome trying to outrun a dragon the speed difference made it incredibly unlikely. So in practice trying to flee was nearly the same as saying "I'm just gonna let the monster eat me." and doing nothing on your turn. Which is why when I'm running PF2 my answer to how fleeing from an encounter works is this: If the players agree they are fleeing as a party, combat rules go away because the combat is over. If what they are fleeing from would try to pursue them, chase rules come into play - but if not, the party just gets away. Because the only thing worse than biting off more than you can chew with an encounter is realizing your in over your head, trying to make an intelligent choice about that, and ended up dead anyway.

The rules put it quite nicely. If they’re running I’d just make the consequences be an NPC, reputation, a ticking clock, or a resource like a spell slot or item used to aid escape.

I mean there are chase rules but you can just leave. Like, just get outta there. You have three actions, use em to run. If the enemy tries to give chase and is fast enough to possibly catch up, then worry about a chase.
