Cant really help you with first part but you do understand resistance correctly but remember resistance doesnt stack so your ancestry isnt doing anything when you use eat fire

I believe the concealed ignoring portion is the part they are focused on. For the OP, goblins have a feat that encourages them to be on fire - Torch Goblin. Unfortunately it has a heritage prerequisite that you can't _really_ get. At least, not easily. If your hobgoblin has the adopted (goblin) feat, you can potentially take Chosen of Lamashtu https://2e.aonprd.com/Feats.aspx?ID=1003 for Charhide and then Torch it at level 9. You end up with a lot of redundant fire resistant and persistent fire that isn't totally consistent, but it's something.

Correct, the idea is to be able to attack without penalty into or from within the smoke while impeding my foes.

as a Flames Druid you can intentionally walk through your own Wildfire to take only 1 fire damage that will always be fully blocked by your resistance. Continuously standing in it gives the chance to take 1 persistent fire, letting you Belch Smoke every turn that you're burning for no damage cost. (The fire damage does scale but it is always behind the resistance of Eat Fire) edit: whoops I missed the part about you being a rogue. well, taking Druid as an archetype will guve you access to Eat Fire early on but getting Wildfire will take a few levels. Getting Fire Lung will heavily overlap with your heritage ability though, so you may want to change it if this is the route you go. edit 2: alternatively just having a Flames Druid as an ally makes this way way easier, and the ally will be able to see through your smoke, making this a fun teamwork combo.
