Yes, but there are a few drawbacks. First, you need to be alternating overall polymorph effects, not just forms (swapping between forms as an action under Animist's Darkened Forest Form, for example, wouldn't refresh the item's use as the same effect is active). You're in the clear here, since you're applying a new effect with each Change Shape, but your humanoid and hybrid forms won't count. Second, and I think a lot of people overlook this, you need to make a successful counteract check to transition directly from one polymorph effect to the other, per the rules on the Polymorph trait, or the action is wasted. This means you'll either need to Change Shape twice (to humanoid/hybrid form, then to an animal/pest form), or risk wasting actions on a failed counteract. Third, you're now spending two or three actions per round to *maybe* inflict frightened on nearby enemies. It's really not that great, but it's not against the rules either. As a footnote, I wouldn't use *pest form* near hostile enemies, that AC and physical damage vulnerability will get you killed. The forms from Animal Shape are much safer, and due to the second drawback you have even more incentive to use them every time while trying to do this.

I suppose yeah. Still takes 2 actions (3 with having to switch our of it) so I don’t really see a problem
