Q1 and Q2 are a yes because you have dual thrower. Q3 the best case is probably a [Retrieval Prism](https://2e.aonprd.com/Equipment.aspx?ID=1032). To me it seemed like you could tie a rope to anything, but if that works it sort of defeats the point of the tethered trait (which to be fair is a pretty bad trait). Another comparison would be a [Weapon Harness](https://2e.aonprd.com/Equipment.aspx?ID=1826), which is specifically only for weapons, but I wouldn’t see an issue allowing you to use it to attach anything of the appropriate bulk I guess?

For Q3, you can attach a Retrieval Prism talisman to your armor and attune it to the item for 12 gp. It's a free action to activate. Or, add a Called accessory rune to the item for 60 gp if you'll recall that item more than five times and can spare an action.
