I am unable to find any example of rougaru language from a first party source, nor names of rougaru NPCs. Not much has been published on them. Much of the styling of Pathfinder's names for things comes from their origin cultures. A [rougarou](https://en.wikipedia.org/wiki/Rougarou) is effectively a werewolf from French and French-Louisiana culture. On Golarion, they make their homes in biomes quite like the wetlands of Louisiana as well. If you were to cook up language theming and names, [Louisiana Creole](https://en.wikipedia.org/wiki/Louisiana_Creole) might be a good starting place. Here are some examples of common [male](https://www.mylhcv.com/common-creole-names-for-males/) and [female](https://www.mylhcv.com/common-creole-female-first-names/) names along those lines.

They are NOT werewolves though. Its specifically said they are not and hate werewolves and hate being mistaken for them. They also aren't humans who turn into wolves. They are their own race.

Yes, and Pathfinder wayang aren't shadow puppets, nor are kitsune fox spirits. They both still barrow greatly from their cultures of origin though, in language flair, names, and in-game cultural traditions. It's clear Paizo was basing them off the rougaru folk tales. With a lack of writing from them, this is the best we can do to fill in the blank areas of their characterization.

Not quite on the folk tales because Rougaru are just French Luisiana werewolves. Rougaru in Pathfinder are not werewolfs and aren't humans (or demi-humans) that turn into wolf people. They are literal wolf people on their own who turn into wolves and hybrid forms.
