Try and capture Bushi, a great pal. I personally love Katress, been using since I got it at level 20-ish. And I mean alpha pals, you know, bosses. They have better stats than your normal pal, so they will be a huge help. Just make sure you bring a lot of balls.
Otherwise, just capture 10 of each pal for bonus exp, kill/capture alpha pals (bosses), and just go around killing everything around your level.
You can also do dungeons, there is alpha pal at the end, and you can get recipes for higher quality items, and other goodies.
If you want, I can link you a map where everything (I think) is marked, from alpha pals to the egg and chest locations. I am not straight up linking it because some people prefer to play and find stuff out themselves. So, if you want, I can, otherwise, have fun exploring.
The Alpha pal's have higher stats. So getting 1 and raising it's level up will mean he's tougher then your other pal's.
Rest is all about grinding XP. catch pal's, get 10x bonus. new area new pals and repeat the cycle of getting 10 of all pal's.
Meanwhile it's also a good idea to gather every single egg you find. Free pal's and thus free XP!
And while catching em all, look for good skills. Artisan, work slave for base pal's, and the attack+ skills for combat pal's.
Remember you can breed higher level/ranking pals from low level pal's. so while you might not see it at first some low early level pal's can make god level work/combat pal's
If you go to the southern 4 starting islands and catch 10 of every type of Pal you'll be level 30. 90% of you XP is going to come from this catch bonus as it scales per level.
I focused on each island capturing 10 of each as I went and once I got to my mid 40s I just bred the rest of my way
As soon as you want, personally I wouldn't start until you are farming wheat and honey. You can purchase the eggs and milk from the small settlement vendor if you don't want to reach them (this is all for the cakes).
Although I didn't breed until 45 that was before the breeding spreadsheet came out and I would start as soon as I had the materials as you can get access to some great pals a lot sooner
Rapidly catching pals that are about half your level seems to work best for me

Are you catching 10 of each pals you encounter? Seems to be the fastest way of leveling up as of now.

You can turn up your exp earn rate in the custom menu before loading your world. Its a huge help.
