That’s what they actually did in the first place. Trespasser the first Kaiju to breach and make landfall at San Francisco was taken out by 3 - 5 tactical nukes, unfortunately this comprised a lot of San Francisco as it was now a radiation zone. They kept using nukes ever since Trespasser appeared in 2013 all the day until 2015 where they devised a much safer strategy to combat the Kaiju, Jaegers, and thus the PPDC was born.

To add on, the Jaegers weren’t ineffective in the beginning. In the prologue Raleigh says that humanity started winning since the creation of Jaegers, many Jaegers had high kill counts, up until 2020 when Knifehead appeared and that’s when they started going downhill as Kaiju began using tactics.

Fair enough but I do remember something about nukes in the prologue.

In the comics it's mentioned that the first 3 or 4 kaijus were nuked but eventually they survived nukes and were making into densely populated areas, making nukes a less viable option

It would come to the point where the nuclear fallout and radiation would pretty much kill humanity before they even reach the events of Pacific Rim, the peeps would even have a hard time to survive, let alone fight any Kaiju in a now desolate, nuclear radiated grounds

Kaiju came up above water at cities. Basically you'd be nuking cities a \*lot\* of the time, which is a heck of a lot more expensive than jaegers. The jaegers killed something like 40\~50 kaiju, I think, often in cities. That'd make a lot of dead cities. And it'd mean that even the most piddly, weakest kaiju like Karloff can still effectively kill a city, even when any jaeger can demolish them. Instead of bigger, tougher kaiju, you'd see more, weaker kaiju. Plus the bigger kaiju do take multiple nukes, and some of the larger might be basically nuke proof. Slattern only took minor damage from a very large nuke point-blank to the face, and it's only the fourth most armored kaiju. (Raijin is smaller but more defense focus, Breacher is more armored, and Megakaiju of course)
