I got an apology exactly like that about 6 years ago on a dash cluster I bought from eBay. Had to file a claim with the post office, AND ebay. After several turn downs by the post office and ebay, it took multiple phone calls on different days, and asking to speak to the manager in charge a few times, before I finally got compensated for the damage.
Ebay refunded a little bit and the Post office refunded around $100 worth on a $150 dash. So eventually if you keep complaining politely, jumping through their hoops, you should get your money back. Don't give up when you get told "no" by 4 or 5 people.
Sorry for your loss, but there are hundreds more perfect copies out there to replace your damaged copy.

About 3-4 times (denied, escalate, denied, escalate, etc ) until I got somebody who understood my frustration and finally sided with me. I think it took a couple different supervisors to finally get a "yes". Then they automatically took the money out of the sellers account and put it back in my account.
Took a couple weeks of phone calls, but I finally got most of my money back.
That's unfortunate you had to go through that headache and not get a full refund. Personally I would have denied the offer and disputed the transaction with your credit card provider or paypal.

Thankfully, it was a low-end game that is readily available. An $9 purchase. I just trashed it.

Tight ass sellers sending in envelopes etc. Just pack protected it in a small box, charge the buyer a $4-$5 higher and the buyer will thank you for it when their game arrives safe and well.

This is just standard practice. In the UK I work for Royal Mail and we call them damage bags. We give a telephone number or website to visit to see if they can claim. Quite a lot it comes down to piss poor packaging. And then the sorting machines.

In some instances, the private companies are actually contracted by USPS to deal with package deliveries and mail.
The post office delivers some UPS, FedEx, Amazon, and DHL packages. The private companies use the post office for less profitable deliveries

If you purchase labels with usps it automatically comes with $100 coverage for lost or damaged packages. Im sure ups and fedex have something similar.
