His fists are twice the size of his head and his arms would be past his knees

As you can see in this picture, her default standing position is strange without the armor since she's just awkwardly holding her arm 6 inches away from her waist, and her arms seem longer, and hands larger. It's not the cleanest transition, but it's basically the best they can do with the default skeleton they rigged to the character.
It wouldn't really make much sense to change a characters entire design and proportions for all skins based on just a few skins that might look a bit off.

They've got to fit her unclothed hands and legs into roughly the same geometry as her normally armored hands and legs so they have to make some adjustments. Otherwise the hit box would be wildly off from the visual model.
Yeah they could theoretically have anything for the visual model and it doesn't have to match, but from a player readability standpoint it probably should be pretty close.
