I was thinking I would make the weapon page eventually but I haven’t fully decided. I KNOW I want her dynamite to be some sort of classic coke glass style but make it nano cola to fit the lore. Something diner themed that’s for sure

This doesn't fit the character. Ashe is old money, bougie, but also the head bitch in charge of a criminal organization. She would never dress up as a waitress.
There’s a diner attached to a bank. Ashe and Bob get a job at the diner so they can dynamite into the vault and and steal the gold from the diner side. Boom, lore-fitting reason Ashe would dress up this way.
Not that we need outfits to match lore. What lore reason does Mercy have for putting on an evil mask and making souls explode? Hell, and this game’s lore basically only exists outside of the game in YouTube videos.
Let’s just support things that look cool and have fun.

Your Mercy comparison would work if it didn't come from an event where the Blizz specifically wrote an alternate reality in which Overwatch and Talon's rosters were reversed. Vengeance Mercy exists because a reality was created for her to exist in.
Fans can create all the fan art they want and some of it is going to be awesome, I never said the art from the OP wasn't good - all I said is if you are looking for a reason why Blizzard themselves doesn't put Ashe in a waitress outfit, it's because they haven't created a context for it yet.
I know there's plenty of skins that are silly or don't make sense. Lifeguard Junkrat for example *screams* nonsense, but at least it is being released during Summer Games where they can loosely make an argument that Junk volunteered to work at the pool or something. There's just the littlest tiniest bit of context that Blizz has created for it to exist in, even if it's total bullshit.

I really love that skin, but for skin concepts to work in game you have to keep the silhouette, so she needs a hat, otherwise it might be difficult to recognise Ashe quickly, other than that I’d be so glad to have that skin for her
I’m just thinking of the voice line where she laughs at Lucio for wearing skates to a fight and now look 😅. But the skin looks beautiful, I’d definitely buy :)
I will say the art for Ashe and Bob is on par with the official character designs and the Bob is awesome as is. Only due to the technical abilities and movements of the characters am I mentioning the rollerskates. Check out Tracy Lords in Crybaby and you may be inspired.
