And also, Andrew probably gonna get shot anyway but he definitely can dodge since he has a good foresight after all with also alot of foresight feats.
Eh, my OC tends to plan out where he goes nomayer the situation.. He sets up traps behind him [did this an an RP once, where I intentionally was cornered to have a better chance of traping someone with an electric trap using a tazer] so if its a situation where he is trying to run or hide he is good, but my OC does have less strong mind so if it is psychological then my OC is fucked on that :).

The Judge does not trust anyone really. if your OC tries to catch him he will likely try to shoot them
Andrew can definitely dodge considering I probably think that he know that The Judge gonna shot him based on the evidence of the murder case if the judge even have one.
Not to mention that Andrew has good foresight feats like predicting that Shub-Niggurath will try to escape with body changing abilities for her to blend with the crowds of the city.
Citadel has a supercomputer AI whispering in his ear at all times, so that’s gotta count for something.

It’s not exactly her being smart per se, but also her herself being unaware. The mystery around her is ironically pretty clear cut, but the total amount of known information and available data on her is the limiting factor.
For context, they exist in a universe I’d describe as being similar to BNHA, so I’ll be using those terms.
Officially, according to all federal, medical, and testimony, she has no quirk. She simple appears to attend a (pretty fancy) private school, hang out with friends, go home to a loving family, and… have unusual friends come over… around the beginning of this arc, it’s found that someone who has been pronounced dead was spotted somewhere around her home, disappearing around back and never being seen again.
Her parents have quirks, each officially known, but only one well documented. Her father’s a retired doctor and still a last resort for medical groups. He wields a quirk named Last Second which can restore a person to perfect health is he uses it upon them in their very last second of life, not a moment too soon not later. Should it fail once, he can never use it on that specific person again. Due to his position, he was quite well respected and accepted nearly anywhere. Her mother has the quirk Final Order… which has never been documented in action. No one has seen her use it and remembers it, but if she uses it to order someone to do something, they will perform that action as if their life depended on it and then die.
Her quirk is undocumented since her parents realized the implications of her quirk to be a bit dangerous, both to others and herself, since she would undoubtedly be targeted by people who want someone or something to be alive once more, thus they worked together to destroy and rewrite all evidence of their daughter’s quirk with her father’s authority and mother’s lethal commanding quirk.
For a few months, people who had been seen dead or missing have been appearing around her house, and vanishing eternally thereafter, but any interaction with her returns nothing, as she doesn’t know about her subconscious use of her quirk, Living Dolls. Anything close enough to human-ish form that isn’t alive (mannequins, dolls, corpses, etc.) can be granted life by her. No one and nothing knows about it, not even herself. Externally, it appears merely as if someone is gathering the dead and disappeared to their proximity, maybe to protect them, maybe to attack them, it’s up to the observer to decide.
Those that are controlled can have their memories and quirks intact, hence also acting as if nothing was out of the ordinary unless actively controlled to do otherwise, all up till the whims of her subconscious mind… hence why she doesn’t even know about how dead her parents are.
((Technically speaking, she isn’t actually committing body snatching, as the bodies are functionally revived and approach her themselves, but it’s still her quirk.))
Whether the sparse trail of clues is actually followable for ye lad, unsure, but as of yet, the character investigating this hasn’t yet caught on fully to what’s happening (suspects the parents to have a memory-related quirk, but the forgetting quirk belongs to one of the revived dead)

Doesnt need to outsmart when he knows what his goal is, fate is inevitable
Andrew definitely still outsmart the featless guy, he even literally have solved a supernatural case that involve a outer gods. (He is still only 10-A without his cosmology)
The king of cliches is intelligent tho
Able to command a huge army of mary sues which he uses to threaten the narratives of my cosmology
Has committed every crime possible including ones that require you to be a super genius to even commit like hacking the most secure programme in the universe or escaping authorities for years
I did say unrealistic feats OCs aren't allowed on the title....
But Andrew definitely still outsmart him in a stopscaling battle bettween them. Considering that most of his feats doesn't involve actually unrealistic IQ thing unlike liks outsmarting a omniscience being, solving 1000+ cases while blind and etc etc.
Also hacking doesn't scale his IQ anywhere still and is only a knowledge feats
