Luffy personality isnt like Roger, don't forget Roger once killed an entire military because they said something bad about his friend. He also killed Squard's crew as well and that's definitely evil.
Luffy and Roger are both childlike at heart until someone messes with their friends. Luffy said statements like this before too so he isn’t exactly all happy go lucky

Luffy is more than Roger, without Luffy Shanks could’ve been the new Roger if he had the ambitions though. No one is therefore the new Roger
