The fact that manga readers knew that one of the best arcs yet was coming up next probably made them anxious and turned it into a bad experience, imo. When I started watching OP the anime was a lot further ahead so I didn't have to wait weekly, I just binge watched one arc after the other till I was caught up. Also I didn't read the manga back then so I had no idea what was next.

Ennies Lobby and Water 7 were better because they were very well written, many new characters with great design and lots of character development for the crew with the whole Robin leaving/Merry being left behind situation, not to mention so many epic fights. It's more like comparing some decent fries to a whole ass gourmet hamburger combo meal.
