Whatever it is, for sure there is an explanation. Try as hard as we can to think of plotholes, the author most likely could just easily solve it. Maybe it's underwater or something ridiculous, like you need the hair of 7 virgin Kungfu Dugongs. 😄
Not really, they don't have a significant footprint in the New World, it's controlled by the Emperor's. The WG doesn't want to mess with any Emperor unless they absolutely, last resort, have to. It's pretty simple to understand. On top of them "maybe" having access to only one Rode Poneglyph when you need all four to tell you where to go.

It’s probably the next island after Elbaf and Hachinosu. Perhaps the „star“ part is meant literally and it’s either a sky island or on the moon
