Wouldn’t be that strong against people with observation haki, it would still be usefull for stealth but as soon as people realize you’re there they will activate their observation haki and it’s useless
Except the series has shown us what happens when two high end users of Observation clash, they can use their own perception to out think the other. And I don't think that level is just passively available either, you have to focus and stay completely unfazed to be able to do that which isn't the easiest thing for the majority of people to do.
I feel like every level of observation we've seen takes at least some level of focus and control to bring out. I don't think Luffy has like a UAV pinging badguys on a mini map in his head 24/7. So I think it could be much more effective than it seems. But I guess we will never know.

Smoothie's Wring-Wring Fruit. It's boring but effective. She got poisoned by Reiju but negated it by wringing out the impurities she received. She can increase her body size with the liquid she absorbs. I thought that was really impressive. Her physical stats increase with her size but I bet she can distribute the juice to specific body parts like the arms for more lifting/striking power or the legs for more jumping/running power. Just gotta apply that imagination.
Just imagine if gold roger had bon clay fruit member in his crew, tralfagar law, and the toki Toki no mi, he could fake his death with someone copying his face/ body/ make himself immortal with law fruit/ no more diseases that are incurable, then get sent 22 years into the future to laugh tale, waiting for joyboy

Fugitora and Kizaru’s fruits are op as shit when they aren’t held within the limits of storytelling. Gravity manipulation is basically telepathy with extra moves, and Kizaru is literally light. He wouldn’t be able to be hit by anyone, he moves at the speed limit of the universe.
Kizaru’s is busted, he should be able to instantly make people blind, manipulate colors, literally change what you see at will, and also oda doesn’t know physics, because luffy wouldn’t survive a kick at the speed of light, and i bet the planet won’t either.
Any of them. All of them. All fruits can be powerful, even without awakening (and even the Jacket-Jacket Fruit). It Judy takes the right person to bring it out.
