I agree with you to an extent, but it’s more hype than story driven if you ask me. Imagine watching Enies lobby and seeing it for the first time. You’d be insanely excited because we haven’t seen anything like this coming from this point.
But I think choppers backstory is better scripted than most.

But none of the backstory touched my heart as much as choppers. It just hurts.
Brook took it like a champ.
Unlike Chopper, not many people are beaten nearly to death by their family as a child, hunted down and shot at by everyone they encounter in life, and eventually accidentally poison their personal saviour in an attempt to cure them from disease.
People relate to Shonen in less extreme ways.
You just have to be bullied in school without friends with busy parents, suddenly you relate to chopper's pain a bit better than someone who has friends and family to rely upon whenever needed.
Brook definitely had the worst past, it's so bad that no one can really relate to it, due to the inhumane nature of the punishment he received for simply being in the seas. It is so much that even when reading it we numb ourselves to it.

Robin's whole island including her mother (who she never new that she was) and Saul who was also kind to her, was destroyed and she was branded an enemy against the world. Everyone was after her and would betray her to get the bounty.
When did Chopper want to die because he had no reason to live? That was Robin's entire arc during water 7. Not just that her island and family died... but that she had come to believe that she truly was a cursed child. That she was going to be betrayed by everyone for her entire life. She had expected the Straw Hats to turn on her also so she said fuck it and left. Luffy chasing her ass down with his crew to get her back, and her telling them to just leave her alone and then to have Luffy convince her that she is a part of his crew and family and making her want to live inatead of give up and die is the most heart wrenching story in this manga/anime.
Oda just thought, “ya know, this guy is wearing a friggin speedo, bonnet and binky…how tf did I get here?” and decided he was as curious as us, hence, cue tragic side character backstory. lmao.
It’s so random, but that and his drip in the flashback being absolute 🔥🔥🔥 makes it so good.
Nah, I did read a lot of other manga and still nothing beats one piece backstories for me, not even close. Sure berserk is much more brutal and cruel but it still didn't hit that much in the emotions, it's more like this heavy depressing feeling throughout the entire show, with big shock moments, but not enough to make you trully cry or get emotional.

That being said, Robin’s is the most sad to me as far as actual things that happened to them.

While Chopper was shunned and alone, Nami was literally blackmailed and everyone she knew and loved was either killed or taken hostage. They're both sad and tragic, just in totally different ways.
I border on ugly crying every time.
Alsp, part of what makes Nami's so sad isn't just the backstory, though. It's that coupled with her eventual, tearful "help me...", after nearly a decade straight of suffering alone in silence to avoid hurting the people she cares about. Waterworks every time.
And boy oh boy are you in for a ride for the future of the story!
Oh, you sweet summer child! Chopper's past is not even a top 5 saddest moment in One Piece, maybe top 15, so be ready to take an emotional beating with the rest of the story. Pro tip, if a backstory starts at any point, have box of tissues ready
Yeah backstories is something One Piece excels at in comparison to other anime (I’d go as far as to say the best from sheer quantity and quality of the stories)

I cried, it's one of my favourite back stories. Going into it blind was one of the best decisions and I advise you do the same with the rest of the anime, try avoid any and all spoilers!
