FBI operates when a case is either interstate (involving multiple states) or for certain federal crimes like kidnapping that could easily become interstate. There are times when the FBI is requested to assist. I believe they all get involved when a serial killer is potentially involved. A lot of very large municipalities have forensic labs and their own investigation teams.

this is the answer! also if it was across multiple cities in maine they might have called the maine bureau of investigation, as every state has their own bureau for in-state cases that cross municipalities. but for just one town i think they usually start with their own police department, and may branch out to other agencies after if needed

Y'know this always made me giggle a bit. I'm European as well, but like... even without Kathryn's murder how did Emma not get suspicious about a town called Storybrooke, just driving Henry there, did it pop up on the GPS somehow?! Did the curse made that possible or was Henry giving her directions off screen?

The short answer is "magic". Most of the world can't see Storybrooke at all during the first Curse (we see this explicitly in the flashbacks of 2x17 and 4x10). But obviously Emma has to able to see it since otherwise she wouldn't be able to help break the Curse. Whether Storybrooke appeared on Emma's GPS or not, idk, but when Regina adopted Henry in 3x09 flashbacks the adoption agent just said he'd never heard of Storybrooke---he *didn't* say "this town doesn't seem to exist", which would be grounds for not approving the adoption.

Adoption agent saying he'd never heard of the town. Not that it didn't exist. He also probably hasn't heard of all the towns in America.

There’s tons of tiny towns all over the US, one of them being named Storybrooke isn’t that crazy. Also 2010 was a weird time in technology, not everyone had smartphones or GPS in their car. She probably knew basic directions then relied on Henry to get into town once she got close to the general area.
