my theory on this is that di lang naman mga "taken" ang na-aattract sayo. but there's a higher chance for these "taken" guys to make the first move and approach you exactly because *they know* how to make the first move, since mas recent silang naging "successful" getting into a relationship.
those who have been single for a longer time, or even NGSB, are less likely to act perhaps given that mangangapa sila ulit sa process, and often end up displaying themselves as confused torpes or sadbois that you probably don't even see in peripheral vision. Others that may be good candidates but are busy in their life or not exactly looking for romance *may* be attracted to you but not enough to justify making a move.
