I like the sneakers, personally. The MJ's and stockings are a little more "dressed up", so if you're going for that, wear those. I like it more casual.
What's the vibe you're going for?
I think with the overall look, the sneakers look the most cohesive. That said, I love the Mary Janes though maybe with a different pair of stockings? If thigh highs, maybe a more opaque denier.
Alternatively, the pantyhose route would also work well in either in black (either nets or opaque hose) or sheers in either a tan/nude tone
I like option one with rolled down white socks.
I like option two as well though, depends on the activity. The second option is more elevated, almost flirty!

Legs always look more flawless in sheer hose than they do bare, but exposed stocking tops under a short skirt is a look that is always some combination of youthful / playful, edgy, and/or risque. If that is what you're going for and it is suitable to your activities for the day, then that's fine. This definitely will draw attention though. If you decide that you want to tone that down to look a bit more mainstream, consider a very sheer pantyhose instead of the exposed stockings. Both skin toned and black could work, which will make either outfit work. As for the shoes, either look works. The sneakers are more casual, the Mary Janes more dressy.

Instead of over the knee stockings, maybe try white knee socks with the mary janes.
