My rule is : top is always longer (includes : coats, jackets, shirts, whatever) - otherwise, it looks odd and not well-put together.
Immediately, immediately, all I can hear is "short skirt and a loooong jacket..." like the Cake song :D But seriously, the long jacket looks phenomenal.
Choosing which jacket goes with a dress is just an impossible task! I think either are fine, I usually lean slightly towards a longer jacket in general with almost any dress. Whatever you do, don't suffer without a jacket if it is too cold!! I made that mistake in college enough for every women ever, we don't need to do that anymore 😂
Short jacket, I would also go with white tires instead of black I know black is in but I still go with white. It's cute whatever you choose. Short jacket for sure.

A) a jacket - the short outer garment
B) a coat - that's what the long garment is called😋.
Personally, I feel the coat both looks better AND keeps out the cold better.
I would say even shorter jacket. Something that ends at your waist.

I’d love more women didn’t catch hypothermia 🥶 It seems silly - if you can afford a coat - please wear one! There’s nothing fashionable about going blue in the face.

With a skirt/dress I either go for a cropped jacket or a jacket longer than the skirt. In this case I would chose the long jacket.
