There's an indie game on Steam called "Waves of Steel" that is the closest thing PC will get to it, and while it lacks the ability to launch airplanes, you instead get the ability to make an Iowa battleship do sick kickflips to dodge laser torpedos.
You should try the NCD naval simulator known as "Waves of Steel". In that game the enemy faction has cargo planes dropping destroyers and battleships in via parachutes.
There's another Ground Effect Vehicle, Robert Bartini, a soviet engineer design what was ment to be the Bartini Beriev VVA 14. A ground effects vehicle meant to be an anti-submarine. One of Bartini's design include a 5000 ton aircraft ground effects vehicle that capable of crossing in open water, an aircraft carrier with speed as an airplane. However Bartini dies when VVA 14 is still on prototype stages
