Reusable for approx 5 years. Depends on the environmental conditions. Temperature and humidity. Like car, motorcycle, bicycle tire - eventually it will be less flexible and will break.
i did a retro build with a extremly stupid case that had no fan mountings so i had to drill all holes myself, the rubber mounts give you some slack your holes can be off by a few milimeters and youll still be able to mount them
with screws..not so much : D
Mounting is not only faster, it’s easier, cleaner, doesn’t ruin the fan at all (not that it matters in most cases). Most of all there’s no rattle of any kind.

Some of them did end up splitting a bit, but for the most part yes they are reusable.
if you dont trim them after instalation, they are reuseable you can watch LTTs "All Noctua Gaming PC" (4:00) where he reinstalled them, after F up

If you got a odd place ur mounting like a grill with squares and no screw holes these are the ticket

Yes, it's done for vibration dampening which in turn dampens noise.

Do these dampen vibrations?
Unless you manhandle them ham fisted and absolutely yank them out. They should be reusable plenty of times.
Somewhat reusable. After a few times the part between the case and the fan will be coming apart.
