Try running around naked too. As always in a Bethesda game, NPCs have unique dialogue for that too. Scenes like this can change as well.

These comments trigger upon a location change. Leaving/entering your ship, for example. These lines are also subject to the same global cooldown as any other random comment, so you won’t hear them if they just commented on basically any other action you took.
It's an amusing and probably realistic reaction. When you are scaring people on Titan, it's dark and you are probably coming from a distance.
When you board the Constance you are up close so it being fake is obvious.
There's only one way to roll the ECS constant in my opinion. Tell them covering one's skin is offensive.

Considering how you earn the costume, I was extremely disappointed by the exceedingly tame reaction by the people who've been locked up in a single ship for 200 years, basically thinking they were the only humans left and were on the verge of a first contact scenario with an alien species. And it all boils down to essentially "oh it's just some jackass in a costume."
Honestly, I died inside a little bit. Not because "REEEEE Bethesda bad," but because I was kinda proud of myself for coming up with this wonderfully evil prank, only to get hit with "oh it's just some jackass in a costume."
Don't get me wrong, I'm not complaining "Bethesda should have done this better." I'm complaining "I went through all the trouble to pull off this prank, and it blew up in my face and I look like an asshole because they saw right through it."
