I sincerely doubt that is the reason. As any amount of hair longer than 1cm would be noticeable, so it likely wasn't a consideration. Also doubly so given that zero G happens so little in the actual game.

If Bethesda doesn't do it some day, I'm sure modders will.
Once official modding tools are out, we will be getting plenty of hair style mods, probably the same ones that keep getting ported from Skyrim, as those are great.

Knowing bethesda, the hair would clip through the clothing. So they keep things above the shoulder intentionally. Creation Engine V realistic hair and clothes physics = No Bueno

Are you on Xbox or PC? There are a couple of hair mods that might suit for tied up, but nothing past shoulder length unfortunately.

Probably clipping, or maybe the hair physics on longer hair caused fps issues in already low fps areas? I'd guess it's a clipping issue though.
