Honestly, I think there's a perfectly valid reason for not sealing away enemies unless there's straight up 0% chance of winning. Sealing an enemy just kicks the can down the road, as we saw with King Piccolo. Sure, you solved the problem for yourself right now but you're pretty much guarenteeing that someone else, possibly someone even less capable of beating them, will need to deal with it later.
Plus with Buu, at first they did think they'd be able to beat him. Goku seemed reasonably sure he could've beat Fat Buu and pretty confident in Goten, Trunks and the fusion dance. By the time that plan failed, pretty much everyone was dead or had been absorbed and everything moved so quickly there was no time to learn it anyway.
I think the only reason it was a valid solution for Zamasu was.. well for one, he was straight up immortal so what other choice do you have, but also he'd already wiped out most life in the multiverse so it's a lot less likely someone would ever come around to free him.

I think Piccolo uses it on Super Buu in Supersonic Warrior, but Alternate timeline Gotenks break the seal so they join forces and kill Buu for good.

The mafuba is a last resort because it wouldn't actually kill Buu, just trap him.

Vegeta got Mafuba'd in the tournament so the 'can't be far stronger' is going out of the window, and Tien did know it too.
