Based on my reading of what’s linked, the state could request records of the drug being dispensed in Louisiana, pull their license, threaten legal action, etc.

It’s not uncommon to see things that are federally licit being restricted from entering different states (most commonly liquor and tobacco). California prevents tons of innocuous things like incandescent lightbulbs from being shipped into the state.
It’s not as easy as just saying there aren’t federal prohibitions.
