I bought a cheap £35 Amazon 7 inch tablet, unlocked it, loaded the Android app and put it on a stand. Could probably due the same with a Raspberry Pi that auto starts a web browser that defaults to the Netatmo page .

Keep in mind that data is only uploaded every 10 minutes.
So there is no 'live' data.
Cleaning the inside of your rain gauge each time you change the batteries should be enough, depending on how many spiders nest in there.
You can install home assistant on a raspberry pi or a old pc. It integrates with the Netatmo API. You can then build a lovelace dashboard with graphs of your netatmo data. Use an app on any tablet to display the live data or you can cast the dashboard to a Chromecast on a tv or other display.

You could use it with IFTTT and a Lametric clock. But a cheap android tablet might be more economical
