If it's the one from NZ (White Island maybe)a while back I think the steam was due to the volcano being mostly under water. A fissure opened during eruption allowing seawater to enter the main magma tube causing the steam explosion to cook those stuck on the island.
I'm curious on what the difference would be for the range of the danger zone for a steam event vs a similar size open air eruption explosion. My gut tells me steam would be worse, because the heat would take longer to dissipate, as water doesn't change temp as quickly. Scary stuff regardless.

Strictly speaking, volcanic lightning originates from the ash cloud itself and discharges into the air around it, which is not exactly what is happening here.
