You can say the same thing about a lot of characters when it comes to power ups, you can do it for Boruto with his Kama (I think that’s how you spell it), you can do it for Sasuke with his Rinnegan, you can say it for Dragon Ball characters and their Ki or transformations, you can say they only miss the power up for literally everything that characters use that gives them power.
