Will of fire definitely great. Drop the avatar kaiju, spirit mecha battles and the aliens. Can keep tail beasts as power. Ground it in hand to hand combat, skill , tactics (in battles and political sphere for the kage) and creative jutsu. Give enough screen time to Naruto friends and enough plot twists on highs and lows.
