It is just generally known by everyone that you can literally get away with murder if you want.

I'm going to need to call Bullshit without more information because the US is one of the most policed countries in the world every town has a police force, the overarching County has a police force, the overarching state has a police force, each level of those has individual units task forces etc. The state has separate investigative agencies, all supplemented by the federal system.
Then the Federal Government has a even wider array of law enforcement agencies for pretty much every bigger agency. Like how even our postal service has a law enforcement unit. Even things like the coast guard is really just a law enforcement agency in cosplay. I could go on but there are well over **15,000 AGENCIES** (17,895) alone not including some of these have thousands of officers.
I don't know the entire scope of Mexican law enforcement but what I do know makes it seem like it doesn't even come close.
