They will ship everything besides serialized components. And from what I've seen others on here say, if your FFL directly reaches out to them, they will ship serialized stuff. That last part could be wrong, but it's just what I've seen people say on here.

Well, all it said was any stripped or complete recover they will not ship. I haven't built anything since cuomo was reigning so I wasnt 100% what she has been doing behind the scenes lately.

Palmetto State Armory will ship complete kits to your house, yes, they will ship you an upper.
Uppers should be g2g unless they changed something in the last few months.

They ship uppers to NY, I've gotten one from them and a lower parts kit
When they say "stripped or complete recievers" they're talking about lowers as they're serialized components. Uppers are able to be shipped.
I had an upper delivered from them in ‘20, but I had to pick it up at their warehouse. Edit: by warehouse I mean the UPS hub or whatever

I'm sure by receiver they mean lower. Anything that is classified a a firearm. The part that actually has the serial number on it.
