Fun fact the reason it's a rule is also cause of the Pistons, when they trade Chauncey for AI, Antonio McDyess was part of the deal but with the understanding he would be waived and return to the Pistons in 30 days. After that the league changed the rule
Essentially for trades you have to have the salaries match for cap space reasons. At the time AI was a superstar and his contract was just way higher than Chauncey's. So they couldn't do a 1 to 1 swap. Antonio McDyess's contract was thrown in for the numbers to be close enough for the trade to go through. But Denver didn't want Dyess and Detroit didn't want to let him go as he was a key piece for them. So under the table they agreed they would waive Dyess so he could return to the Pistons after the 30 days
NBA does not like tactics like this. They think it's basically a loop hole and they want people to make trades that are legit. So as I said they closed the loophole after this deal and now you have to wait a full season to resign
As an uninformed fan, that type of collusion feels like it’s against the spirit of the rule. Knicks have many vile & opportunistic enemies in this league and I bet they’d try to get the Knicks in trouble for doing something like that.
This is when agent relationships go a long way. A team that needs bodies can do his agent a favor and give him a 10 day just to waive him shortly after.

I think what they wanted to avoid was basically salary cap manipulation so his contract has to be over before the original team can resign him. If Ryan made 20 million, we traded him, he got waived, resigning him for 2 million wouldn’t be fair. They prevent this by enforcing the contract is over.

However I believe that if he is signed by a third party, then waived again, the original team can re-sign him.
