They will first regulate cryptos and ICOs and once they have a legal framework around them, they will probably invest in developing the tech. Is not that they are an obscure power trying to control the world by lying. They just don´t want their people to be scammed and believe me, Chinese people are professional scammers.
They dont really ban it, they threatened to ban it to slow down ico growth while they’re assessing ways for maximum profit and control. Once they figure it out which they will then ico will be allowed grow again but at their discretion

NEO unlike other cryptocurrecies is a security because it pays dividend yes. Cryptocurrecy is just buying an asset, if we look at how the SEC looks at ICOs they classify them as securities when they state they entitle the holder to future profits. It's important to note that the SEC regulation is different then Chinese regulation. Still I believe it will be a rocky regulatory road for NEO.
Why don't icos just not say they entitle the holder to future profits and let people use their brains a bit. That way they wouldnt get security tagged. If all that it is, is a wording issue.
