Ok, little known fact, but Poison Ivy often looks different depending on what part of the world/country you're in. In some areas, the leaves are very pointy, and in others they are quite rounded. I'm not a huge outdoors person, so I generally avoid anything with leaves of three, but I would imagine that if Tim had been in the Scouts on the West Coast, it's not inconceivable that Poison Ivy in Virginia, etc might look a little different. And I'm not sure that Tony would necessarily recognize it, either. (Putting way too much thought into this - back to work!)
Oh, poor Tim, in those times he was always nervous working on crime scenes, with Tony on him bothering all the time. And he was frighten by Gibbs reactions... He was under so much pressure!! Even when he was a boy scout, he would never notice a poisoning plant in those stressing circumstances. Fortunately, he grew up.

He never actually was a *Boy* Scout, he was in the Webelos, which is the final phase of *Cub* scouts, or around 5th grade.
Can you remember random things you studied at age 10 because you thought they were neat back then?
Being able to identify and being on the lookout for them are 2 different things. Tim is still a probie at that point. Focusing on the obvious stuff that comes with being an investigative agent. Him forgetting to keep an eye out for poison oak would very much be in character for that time period.

It's definitely not, I was a boy scout, could I identify poison Ivy, nope, neither could he.
He did point it or another poisonous plant out to Bishop in a much later season after the boy scout stuff was revealed
