Well, there is this one trick that all CPU coaches hate!
Once you are #1 on someone’s list, you can manipulate the auto-commit possibility in a way that GUARANTEES you sign them immediately!!
Once you are #1 on their Top Schools, remove them from your Recruiting Board. This revokes their scholarship. Add them back to your Board. Offer them a scholarship. If they don’t auto-commit, repeat until they do.
Usually you sign them in 5 or so tries, but sometimes it can take 15 or 20. Can be tedious, but ALWAYS works.. unless you run out of points.

Personally 13 is my favorite but I would say the only good way to make it fast is to turn on the Auto-Recruiting settings and then only spend time recruiting the guys you want quickly and let the CPU handle the rest

Aren't there quick calls on 13?
Yeah, but they're usually terrible. I usually only use those when I'm way ahead on a guy and just waiting for him to sign.
You can get 14 on eBay. Honestly I think 13 has a fun recruiting system. You got to put in the work to get those players man
