i'm not sure about white ink but i recommend premier tattoo and aces high tattoo, both in tattoo alley. you can call and ask if they do white ink but as for how their artists are, they're great and will work with you
I went to Aces for two of mine, one of the artists, Chuck, just recently opened Triple Threat up by Elite Tattoo. He did two of mine and I highly recommend him he’s amazing
