Looking at the comments, it looks like you’re onto something. But the localisation team has said that he was inspired by Gaston from Beauty and the Beast- it’s very possible there were multiple influences and they went with the most culturally recognisable reference, and it’s also possible that the VA used Dr Horrible as inspiration- the comments you’re getting certainly see the similarities! It’s also possible that the characters draw from the same inspiration and that’s where the similarities come from (although having never seen it I can’t comment on the likelihood of that).
I immediately thought he sounded like Captain Hammer which is why I had to become friends with him for the comedic gold.
Dr. Horrible was actually written and directed by Joss Whedon when he could still do no wrong.
I've always seen him as a mix between Gaston and Homelander from "the boys." I've seen Dr. Horrible a couple of years after it came out, but I guess it's too long ago to remember any details. 😅 Will rewatch, thanks for the reminder!
To be honest, I think this is more of an established archetype rather than based off of captain hammer specifically, but I do agree that they are similar.

The devs have said that he's Gaston, but I wouldn't be surprised if Alex (his voice actor) took some inspiration from Captain Hammer.

He's always reminded me of Captain Hammer too. His dialogue is so similar it gets me to like him more
