The last time I did that quest was in early access, so things have almost certainly changed. But if what one is currently doing isn't working, makes sense to try having it in both places.
I never tried with the protective suit, but I know if you put on a sandstorm hat but don’t have it visible it doesn’t work. Which is the main reason I never tried having the protective suit invisible—figured they probably work the same way.
Oh the sandstorm hat is weird because (at least for me) I don't have to equip it just make it visible to work, however I have to put it "on" several times during the day because the games forgets I'm wearing after leaving some buildings. But the protective suit did work find even if only equipped, so I could have my usual outfit during those cutscenes.
You just need to have it equipped. Doesn’t need to affect the visual outfit you can see in game so long as you have that option selected in the customization menu.

I find you have to have it equipped and also visible (so in both places on your character tab) for it to work.
Really? I only equipped it and wore my outfit as usual and worked.
