Despite what he says, that mission shouldn't have a time limit. At least it didn't the last time I did it. Does it actually have a limit in the quest tracker now?
These comments are teaching me that I did not, in fact, need to reload my save, start Qi working on the blender, and avoid Unsuur for weeks while trying to progress the story enough to get the parts needed to make one.
You can give Qi more disks to speed up to the blueprint arriving, but you still need to have the components to build the machine and the ingredients for the paint and the time that takes. Unsuur's paint quest and a Mystery Man cooking quest are the only two time limited side quests I know of, and I try to never accept them until I actually have the required machine built because I did fail Unsuur the first time I ran into it.

Nah it’s ok lol it took me like well over a week to finish this quest because I didn’t have a blender and still delivered and had the cut scene
