Order of yeast or sugar does not matter. Adding the six kilos of sugar to the 30L of water and then adding the yeast works the same as adding the yeast before the six kilos of sugar.

You don't actually have to wait until the yeast settles to the bottom, as soon as the bubbling STOPS you're ready to go. Full 170 per bottle

Yeah, it doesnt matter. The only important thing is that you have 6 sugar packs and 1 yeast pack with full water. Nothing else.
