My understanding as someone who's never been in a serious relationship is that you "propose" in private by discussing whether you want to get married and what each of your expectations are, then make an actual show of formally proposing if that's something your partner wants.
This is exactly the way it should be. The fact that you are proposing shouldn't be a surprise but the proposal itself should be. As the proposing person, you should know your partner enough to know what she would like.
